The Toruń District (Powiat Toruński) was created on the 1st of January 1999 as a result of the second post-war administrative reform. It consists of the town of Chełmża and 8 landed administrative units called communes (gmina). They are all self-governing and independent from the District’s Government. The District’s Board is an executive organ. With the Starost as its chairman it also consists of Vice-Starost and three Board Members.
The office of Starost is held by Mr. Mirosław Graczyk and that of Vice-Starost by Mr. Dariusz Meller.
